上海交大赵大海关于新冠疫情第40次在电视台访谈评论:北京市所有中小学停课的决定是完全正确的

上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海,对于新冠肺炎疫情暴发与防控第25次在中央电视台进行直播评论,也是第40次在央视、上视进行访谈评论。在2020年6月19日,赵大海在中央电视台英语频道CGTN《中国24小时》节目,就北京市发现一名6年级学生核酸检测呈阳性以及所有中小学停课等进行了解读和评论。现将访谈内容翻译并摘录如下。

主持人:北京市政府宣布一名六年级学生核酸检测呈阳性。请您对校园风险进行评估。

赵大海:从包括北京在内的全国过去1个多月的学生复课的总体情况来看,校园的疫情风险是处于非常低的水平。总体而言,目前校园的疫情防控措施是非常有效的。然而,校园的疫情风险取决于整个城市的总体风险程度。考虑到北京新冠肺炎的疫情,市政府宣布了所有中小学停课。我相信该停课政策是绝对正确的。最重要的依据是在校园里,学生是很难保持科学的社交距离的。鉴于很多学生坐在同一个封闭的教室里,如果一个学生感染了新冠肺炎,那就很容易导致在学校甚至是社区的暴发。如果全市新冠肺炎疫情的风险处于较高水平,那么校园的疫情风险必定处于更高的水平。这就是当任何国家和任何地方政府预测到疫情较为严重时,会首先选择学校停课作为疫情防控首要措施的原因。

主持人:毕业季即将到来了,很多学生正在准备高中和大学入学考试。能做哪些工作可以帮助这些学生顺利渡过难关呢?

赵大海:首先,各级政府必须确保考试如期举行。各级政府应努力做好入学考试的各项准备工作。入学考试的场所、交通、安全等工作必须要认真筹划和准备。此外,可以考虑对所有参加入学考试的考生以及考试相关的教师和工作人员进行核酸检测。地方政府应确保在考场的所有学生和工作人员都必须是安全的。其次,线上教学将有助于考生在学校和老师的指导下继续在家学习。所有学生都有几乎一个学期的在线学习经验。我相信学生很容易适应线上教学。此外,可以考虑面向所有学生开设心理辅导在线课程。此外,家长在帮助考生顺利过渡方面也应扮演重要的角色。家长尽量理解和帮助学生,确保学生在考试前一直待在家里,保持身体健康、远离新冠肺炎病毒。总之,通过政府、学校和家长的共同努力,我相信这些学生一定要顺利完成这个难关。

Dahai Zhao' 40th comments on TV during the Pandemic: The decision to suspend classes in all primary and secondary schools in Beijing was entirely correct

Dahai Zhao, a doctoral supervisor at School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGTN for the 25th time (the 40th time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On June 19, 2020, Zhao commented on the primary and secondary schools in Beijing on “China 24”.

Anchor: Beijing authorities say one 6th grader has tested positive. Help us understand the risks on campuses. 

Zhao: According to the general situation of reopening schools for the past more than 1 month in the whole China including Beijing, the risk on campuses is at a very low level. Generally speaking, the current precautious measures on campuses are effective. However, the risk on campuses depends on the general risk of the whole city. Considering the COVID-19 outbreak situation in Beijing, the authorities shut down all elementary and middle schools. I believe the shut-down policy is absolutely right. The most important reason is that it is very difficult for students at schools to keep the social distance. Considering many students sit in one closed classroom, if one student is infected with COVID-19, it is very easy to lead to an outbreak at the school and the community. Therefore, if the risk of COVID-19 in the whole city is at a high level, the risks on campuses must be at a higher level. This is why shut-down schools is the first precautious measures for any country and any local government in the world when the authorities forecast the outbreak is serious.

Anchor: The graduation season is here, and many students are preparing for high school and college entrance exams. What can be done to help these students smoothly make the transitions?

Zhao: First, the government must ensure the exams held on schedule. The government tries to ensure the qualified preparation of the entrance exams. The place, traffic, safety of the entrance exams should be prepared carefully. Further, the nucleic acid test may be considered for all students who are preparing for the exam and all teachers and staff who deal with the exam. The government ensures any student and staff who are at the exam place must be safe. Second, online teachings will help the students to continue to study at home under the directions of schools and teachers. All students have an almost one semester’s experience of online teachings. I believe it is not difficult for students to adapt the learning style. In addition, psychological guidance online course may be considered for all students. In addition, the parent also paly an important role in helping the students smoothly make the transitions. Try to understand and help the children, make sure the students stay at home before the exam, and keep healthy and being far away from the COVID-19 virus. In total, through the common endeavor from the government, school and parents, I believe the students must go through the transmission smoothly.
