Introduction

COVID-19 pandemic was entirely preventable. However, while the "window of opportunity" of the pandemic did not close, most countries have made wrong predictions. And their public health systems were not functioning as they should be. Given this situation, how can public health systems of all countries "make up for it later" and prevent the next pandemic?
