上海交大赵大海关于新冠疫情第50次在电视台访谈评论：将人民生命安全高于一切是中国抗击新冠疫情成功的主要原因

上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情暴发以来，对于新冠疫情暴发、防控以及医疗卫生体制改革第31次在中央电视台进行直播评论，也是第50次在央视、上视进行访谈评论。在2020年9月8日，赵大海在中央电视台英语频道《中国24小时》节目，就习近平总书记在全国抗击新冠肺炎疫情表彰大会上的重要讲话进行了直播评论。现将访谈内容翻译并摘录如下。

主持人：在新冠肺炎疫情大暴发期间，拯救群众生命的医务工作者比今天受到表彰的医务人员要多很多。那么，除了向医务工作者的优秀代表颁发奖项和奖章外，还有什么可以表彰更多医务工作者所做出的牺牲呢？

赵大海：首先，医疗卫生行业应得到全社会更多的尊重。我们都知道，对医务工作者的暴力伤害在中国是一个普遍现象。在本次新冠肺炎疫情期间，医务工作者的勇气和无私表现已为人们和社会所知晓。政府有关部门可以借此机会在全社会大力宣传，让全社会尊重和信任医务工作者。此外，有关部门应考虑出台更为严厉的法律法规来惩治暴力伤医行为。第二，有关政府部门应考虑改善基层医务工作者和公共卫生工作者的薪酬待遇和工作环境。实际上，这群医务工作者的职业发展受到诸多限制。在过去一些年，大量的公共卫生工作者和基层医务工作者辞职而选择了非医疗卫生行业。然而，基层卫生系统和公共卫生体系在整个国家医疗卫生体系的地位是不可替代的。此外，基层医务工作者和公共卫生工作者在抗击本次新冠疫情发挥了重要的作用。

主持人：在全国人民的共同努力下，自八月中旬以来，中国大陆再没报告任何的本土新发的新冠肺炎病例。您认为中国这次疫情抗击成功背后的主要因素是什么？

赵大海：把人民的生命安全作为党中央和中央政府的首要使命是中国疫情抗击成功的重要因素。抗击新冠肺炎疫情是中国各级政府最重要的工作。一些国家认为，如果政府采取严厉措施抗击新冠疫情，将会对经济发展和执政党的政治利益产生巨大的负面影响。因而，这些国家试图在新冠疫情防控和保持经济发展之间寻找平衡。然而最终，在这些国家的结局必然是新冠疫情越来越严重，而经济恢复发展也成了白日梦。第二，我认为中国新冠疫情抗击成功充分显示了社会主义制度的优越性。与其他政治制度相比较，只有中国才能充分团结起各阶层的力量共同抗击新冠疫情。譬如，全国各地医务人员支援湖北省就充分表明在大疫情面前，一方有难、八方支援，全国人民同仇敌忾、共同抗击疫情。火神山和雷神山医院在十几天的时间之内就建成，更进一步证明唯有社会主义制度才能使这一切变为现实。

Dahai Zhao' 50th comments on TV during the Pandemic: Putting people's life safety above all else is the main reason for China's success in fighting COVID-19

Dahai Zhao, a doctoral supervisor at School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGTN for the 31th time (the 50th time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On September 8, 2020, Zhao commented on important speech by General Secretary Xi Jinping at the National Commendation Conference for fighting COVID-19 on “China 24” of CGTN. 

Anchor:There are many more dedicated medical workers who’ve helped to save lives during this pandemic, than those honored today. So besides giving out awards and medals, what else can be done to recognize their sacrifice?

Zhao: First, the medical profession deserves more respects from the whole society. We all know that violence against medical workers is a common phenomenon in China. Through the pandemic, the bravery and unselfishness of the medical profession have been known by the people and the society. The related government departments may use the opportunity to propagate that the whole society should respect and trust medical workers. Further, a tough new law may be published to punish the violence against medical workers. Second, the government may consider improving salaries and work environment for the primary medical workers and public health workers. Actually, the profession development among this group of medical workers is much limited. A large number of public health workers and primary medical workers resigned for the last couple of years. However, the primary health institution and public health system play an irreplaceable role in the whole health care system. Further, the primary medical workers and public health workers have played an important role in fighting the pandemic of COVID-19. 

Anchor: And thanks to efforts from all sections of the Chinese society, the mainland has not reported any local cases since mid-August. What do you think are the main factors behind this success.

Zhao: First, People’s lives as the top priority is the mission of the CPC and Chinese central government. Fighting COVID-19 is the most important work for the Chinese government. Many countries in the world believe if the government utilized stringent measures to combat COVID-19, it would have a huge negative impact on the economy development and political interests. Therefore, many countries tried to make a balance between combating the pandemic and keeping the economy development. Eventually, the pandemic of COVID-19 in these countries is worse and worse, and the economy development becomes a pipe dream. Second, I believe the combating pandemic in China fully shows the superiority of socialist system. Compared with other pollical systems, only China can unite all sections of the Chinese society to commonly fight the COVID-19. For example, the medical workers’ rescuing Hubei Province from all of the country shows all of the country and all Chinese people are together during the pandemic. Huoshenshan and Leishenshan Hospital were built in about 10 days have further confirmed that only socialist system can make this happen.
