上海交大赵大海关于新冠疫情第54次在电视台访谈评论:青岛新冠疫情不可能导致全国第二轮新冠暴发

上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海,自新冠肺炎疫情暴发以来,对于新冠疫情暴发、防控以及医疗卫生体制改革第34次在中央电视台进行直播访谈评论,也是第54次在央视、上视进行访谈评论。在2020年10月12日,赵大海在中央电视台英语频道的《环球瞭望》节目,就青岛新冠疫情及其对全国疫情防控总体形势的影响等话题进行了直播访谈评论。现将访谈内容翻译并摘录如下。

主持人:鉴于新冠肺炎疫情在青岛出现了很少的新增病例,我想听听您的反应。在过去很长一段时间,中国已没有新发的本土病例了。这次在青岛的新增新冠病例是否标志着在中国出现第二轮的新冠疫情暴发?

赵大海:根据以往在北京新发地、大连海鲜市场等各地新冠肺炎疫情的抗击经验来看,我确信青岛市政府完全有经验和能力在最短的时间内控制住本次新冠疫情。中国不可能出现第二轮疫情暴发。此外,随着在五天之内完成青岛全民核酸检测等严格防控措施的实施,我确信本次疫情会很快得到控制。

主持人:中国刚结束了国庆中秋长假期,数亿人曾外出旅行。在中国大陆,在很大程度上,对外出旅行已没有限制。您认为青岛的新冠疫情会波及到中国大陆其他城市吗?

赵大海:考虑到刚刚结束的国庆中秋长假有超过一百万人曾到过青岛,这确实可能会对全国造成一定的威胁。然而,据我所知,青岛目前的新冠疫情只是出于最早期阶段,而且绝大部分都是直接与青岛胸科医院有关联。因此,只要全国各地政府都重视在青岛的本次小范围疫情暴发和注意有近期青岛旅行史的居民,那么就不可能造成在全国范围内的第二轮新冠疫情暴发。

Dahai ZHAO’s 54th comments on TV during the pandemic: New cases of COVID-19 in Qingdao will not lead to a second wave of the pandemic in China

Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGTN for the 34nd time (the 54nd time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On October 12, 2020, Zhao commented on New cases of COVID-19 in Qingdao will not lead to a second wave of the pandemic in China on “Global Watch” of CGTN. 

Anchor: I want to talk your reaction. (The COVID-19 case) This is a small hike here. There are no new local COVID-19 cases for couple of weeks here. Do you think it is a sign that China could expect a second wave?

ZHAO: According to the past experiences for combating COVID-19 outbreak in local areas such as Beijing Xinfadi and Dalian seafood market, I believe Qingdao local government has the full experience and ability to control the outbreak as soon as possible. It is impossible to be a second wave of the pandemic in Qingdao. In addition, the city-wide testing program in 5 days will further guarantee that the outbreak will be controlled in a very short period of time. 

Anchor: After a massive holiday in China. Millions of people are travelling. Travel in China has been largely unrestricted on the mainland, do you think the people who were in Qingdao recently, pose a risk to move other cities?

ZHAO: Yes. Considering more than 1 million people’s travelling in Qingdao during the just-ended National Holiday, it may pose a risk to the whole China. However, as far as I know, the outbreak in Qingdao is at the very early stage and mostly limited in the Chest Hospital. Therefore, if only all local governments in China pay much attention to the citizens who have the travel history in Qingdao, it will not lead to a second wave of the pandemic in the whole China.
