上海交大赵大海接受央视专访：进口冷冻食品外包装应严格进行新冠病毒检测

上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情暴发以来，对于新冠疫情暴发、防控以及卫生政策第40次接受中央电视台专访，也是第65次接受央视、上视专访。2020年11月26日，赵大海在中央电视台英语频道的《环球瞭望》节目，就进口的冷冻食品被检测出新冠病毒等话题进行了直播访谈。现将访谈内容翻译并摘录如下。

主持人：中国政府已采取多项措施，防止通过进口冷冻食品的渠道引发新冠疫情暴发。但鉴于中国港口的进口规模巨大，目前存在哪些风险？

赵大海：首先，进口冷冻食品的外包装经常被检出新冠病毒；其次，进口冷冻食品表面也检测出过新冠病毒。考虑到运输和销售进口冷冻食品要么是劳动密集场所，要么是人群密集的场所，在搬运或销售进口冷冻食品的场所就很容易导致新冠疫情的局部暴发。因此，我们必须充分重视进口冷冻食品的外包装和食品表面的新冠病毒检测。

主持人：世界卫生组织在给美联社的一份声明中提到货物外包装上的新冠活病毒似乎是“罕见和孤立的”，同时表示新冠病毒可以在冷藏条件下存活很长时间。但正如我们刚才提到的，中国已经报告了多起冷冻外包装上的新冠病毒事件。你的分析是什么？

赵大海：我相信从国外进口的货物外包装是新冠病毒输入到国内的最主要潜在方式之一。虽然这可能不是很常见，但中国政府必须予以充分重视。考虑到新冠病毒的强传染性和危险性，各级政府绝对不能放松警惕。

Dahai ZHAO’s Exclusive Interview with CGTN: Novel coronavirus detection should be strictly followed for imported frozen food packaging

Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGTN for the 40nd time (the 65nd time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On November 26, 2020, Zhao commented on Novel Coronavirus was detected in the imported frozen food on “Global Watch” of CGTN.

Anchor: The Chinese government has taken multiple measures to prevent an outbreak through imported frozen food. But given the huge scale of imports that come through China's ports, what are the prevailing risks?

ZHAO: First, the outer packaging of the imported frozen food has frequently been detected the COVID-19 virus. Second, the surface of the imported frozen food has also been detected the virus. Considering the transporting and selling the imported frozen food are labor-intensive or in a crowed place, it is easy to lead to an outbreak of COVID-19. So we have to pay full attention to the imported frozen food.

Anchor: In a statement to the Associated Press, the World Health Organization said cases of live viruses on packaging appear to be "rare and isolated", while saying the virus can "survive a long time under cold storage." But as we mentioned, China has reported multiple incidents of virus on the frozen packaging. What's your analysis?

ZHAO: I believe the outer packaging imported from outside is one of the most common carriers of COVID-19 virus. Although it may be not very common, the Chinese government must pay full attention to it. Considering the danger of COVID-19 virus, the government can not relax the guard.
