Yale-SJTU Joint Center for Health Policy Council Committee Meeting and the 3rd Forum on Global Public Health Policy

2020年12月13日，上海交通大学-耶鲁大学卫生政策联合研究中心理事会会议暨第三届全球公共卫生政策论坛在上海交通大学徐汇校区举行。本次论坛由上海交通大学、耶鲁大学联合主办，上海交通大学-耶鲁大学卫生政策联合研究中心、上海交通大学国际与公共事务学院、上海交通大学健康长三角研究院、耶鲁大学公共卫生学院联合承办。

Yale-SJTU Joint Center for Health Policy Council Committee Meeting and the 3rd Forum on Global Public Health Policy was held at Xuhui Campus of Shanghai Jiao Tong University on December 13, 2020. The forum was co-hosted by Yale University and Shanghai Jiao Tong University, and co-organized by Yale-SJTU Joint Center for Health Policy, Yale School of Public Health, SJTU School of International and Public Affairs, and SJTU Institute of Health Yangtze River Delta.

上海交通大学-耶鲁大学卫生政策联合研究中心理事会会议由徐学敏主持。Paul Cleary做了中心2020年工作总结和2021年发展规划报告，包括第一批研究课题的拟发布和拟新增研究员的介绍。各位理事自由发言，对中心工作总结与发展规划进行审议、讨论与建议，徐学敏做会议总结。

XU Xuemin chaired the Council Committee Meeting for Yale-SJTU Joint Center for Health Policy. Paul Cleary reported the 2020 work summary and 2021 development plan, with the publication of the first batch of proposed research projects and the introduction of proposed new fellows for the Joint Center. Members of Council Committee spoke freely, deliberating, discussing and making suggestions on the work summary and development plan of the Joint Center. XU Xuemin made the summary for Council Committee Meeting.

论坛开幕式由胡近主持。徐学敏、Sten Vermund、陈建分别致欢迎辞。徐学敏在致辞中向与会嘉宾表示了诚挚的欢迎和衷心的感谢，预祝本次论坛取得圆满成功。同时，她介绍了上海交通大学近年来社会科学建设情况和上海交通大学-耶鲁大学卫生政策联合研究中心的发展成果。她指出，在新冠肺炎疫情全球扩散的大背景下，无论是从国际抗疫形势还是促进经济社会发展来说，召开第三届全球公共卫生政策论坛恰逢其时，亟需学科交叉融合、学术影响力强的智库发挥作用。最后她也期望上海交通大学和耶鲁大学借助中心这一平台在公共卫生以及更广泛的领域展开国际合作与交流。Sten Vermund 在发言中分享了美国在抗击新冠肺炎工作中采取的主要政策与执行情况，通过与中国抗击疫情的相关数据比较，提出未来的政策优化建议。同时，他表示期待在新的一年能与交大进一步扩大和深化在公共卫生政策领域的合作。陈建通过zoom连线发言，他在致辞中向奋斗在抗击疫情一线的医务工作者表示崇高的敬意和感谢，并介绍西安杨森制药有限公司在抗疫过程中勇于承担企业社会责任，配合政府积极参与到抗击疫情的各项工作。他希望大家共同努力，不断推动我国卫生相关政策的进步，为患者提供全面的支持，为健康中国贡献力量，构建人类的美好未来。

The opening ceremony of the forum was presided over by HU Jin. XU Xuemin, Sten Vermund and CHEN Jian delivered welcoming remarks respectively. In her speech, XU Xuemin expressed her sincere welcome and heartfelt thanks to the attendees, and wished the forum a complete success. She introduced the social science construction of Shanghai Jiao Tong University in recent years and the achievement of  Yale-SJTU Joint Center for Health Policy as well. And she pointed out that in the context of the COVID-19 pandemic, the convening of the 3rd Global Public Health Policy Forum could not have been better timed, both in terms of the international response to the pandemic and in terms of promoting economic and social development. And the think tanks with strong academic influence and interdisciplinary integration were urgently imperative to play the role. At last, she looked forward to Yale University and Shanghai Jiao Tong University to use the Joint Center as a platform for international cooperation and exchanges in public health and a wider range of fields. Sten Vermund shared key policies and implementation in the response to COVID-19 in US, and offered recommendations for future policy improvements by comparing data from China's response to the epidemic. He said he was in his expectation of further expanding and deepening cooperation with SJTU in public health policies in the next new year. CHEN Jian delivered a talk through the Zoom online meeting system. In his talk, he expressed his great respect and gratitude to the medical workers who were fighting against the epidemic. He also introduced that Xi'an Yangsen Pharmaceutical Co., Ltd. had the courage to assume corporate social responsibility in the fight against the epidemic, and cooperated with the government to actively participate in the fight against the epidemic. He hoped that we could work together to continuously promote the progress of China's health-related policies, provide comprehensive support for patients, and contribute to the Healthy China Strategy to build a better future for human being.

在联合研究中心课题发布及研究员聘任仪式上，赵大海代表研究中心公开发布预期开展研究的课题，它们分别是“以医院为基础的新发传染病预警和应对系统”、“公共卫生体系与医疗服务体系的融合协同机制”和“基于大数据的新发重大传染病监测、预警和应对”，罗鹏为殷善开、张智若和樊博颁发课题证书。继而，罗鹏又为上海市疾病预防控制中心副主任袁政安、上海交通大学国际与公共事务学院教授章晓懿和樊博颁发上海交通大学-耶鲁大学卫生政策联合研究中心研究员证书。

At the research projects release and researchers appointment ceremony, ZHAO Dahai, on behalf of the Joint Center, publicly announced the themed research projects. They were "hospital-based early warning and response system for emerging infectious diseases", “collaborative mechanism of public health system and medical service system" and “monitoring, early warning and response for emerging major infectious diseases based on big data". LUO Peng awarded related certificates to YIN Shankai, ZHANG Zhiruo and FAN Bo. He then awarded fellowships to YUAN Zheng'an, Deputy Director of the Shanghai Center for Disease Control and Prevention, ZHANG Xiaoyi and Fan Bo, professors of SJTU School of International and Public Affairs.

主旨演讲环节，主题是“中美公共卫生政策前沿”，由赵大海主持。Paul Cleary以“拜登团队对美国新冠疫情防控的策略”为题进行发言，他介绍美国新冠疫情的总体形势和数据变化，分析政府的相关政策，并从国家战略储备、流行病追踪、公共卫生数据、核酸检测、对未来COVID-19委员会建议以及流行病学模型六个方面提出建议。陈宁姗就“《基本医疗卫生与健康促进法》”做主旨演讲，她从制定这部法律的背景出发，详细阐述我国在卫生健康领域的立法的指导思想，立法目的和立法思路等卫生法治建设情况，让大家对这部我国卫生领域的基本法律的定位、框架和总体内容有了系统的认识。

Then, the keynote speech on "US-China Public Health Policy Frontiers", was moderated by ZHAO Dahai. Paul Cleary spoke under the title "Biden's Strategy for COVID-19 Containment in United States". He presented the overall situation and data changes of COVID-19 in the United States, analyzed relevant government policies, and made recommendations from six aspects: “national strategic stockpile, epidemic tracking, public health data, nucleic acid testing, committee recommendations for the future of COVID-19, and epidemiological models”. CHEN Ningshan delivered a keynote speech on the "Basic Health Care and Health Promotion Law”. Starting from the background of the enactment of this law, she elaborated on the guiding ideology, legislative purpose and legislative thinking of China's legislation in the field of health promotion and the law construction, so that we had a systematic understanding of the positioning, framework and overall content of this basic law in the field of health in China.

随后，会议进入圆桌论坛阶段，在赵宏宇主持下，与会嘉宾充分探讨“为了应对未来全球重大突发公共卫生事件，世界各国的政府、公共卫生体系、医疗体系、社会治理体系等各方面亟需的变革有哪些？”赵丹丹、Sten Vermund、殷善开、Paul Cleary、金春林、樊博和陈希围绕重大突发公共卫生事件应对的关键议题，先后从历史到现实，从国际到国内，从经济到社会，从不同学科视角，表达其真知灼见。在论坛上，Sten Vermund、郑宁、古宏晨、张智若、张录法和钱汉竹等专家学者还聚焦“在艾滋病、结核病等慢性传染病的公共卫生领域，应如何进一步开展国际合作的联合攻关？”他们结合自己的专业，分享了各自的观点与意见，并进行了深入的交流。

In the round table forum, chairing by ZHAO Hongyu, attendees discussed the topics of "what changes are urgently needed in the governments, public health systems, medical systems and social governance systems of various countries in order to cope with major global public health emergencies in the future?" ZHAO Dandan, Sten Vermund, YIN Shankai, Paul Cleary, JIN Chunlin, FAN Bo and CHEN Xi expressed their insights on the key issues of major public health emergencies, from history to reality, from international to domestic, and from economic to social at the diverse disciplinary and perspectives. Sten Vermund, ZHENG Ning, GU Hongchen, ZHANG Zhiruo, ZHANG Lufa and QIAN Hanzhu also spoke on “How to further develop international cooperation in the public health of chronic infectious diseases such as HIV/AIDS and tuberculosis?" They shared their views, opinions, and had an in-depth exchange of views in the combination of their majors and specialities.

论坛的最后，Sten Vermund 做会议总结。上海交通大学-耶鲁大学卫生政策联合研究中心理事会会议暨第三届全球公共卫生政策论坛在与会领导和嘉宾的积极交流中落下帷幕。

At the end of the forum, Sten Vermund concluded the meeting. Yale-SJTU Joint Center for Health Policy Council Committee Meeting and the 3rd Forum on Global Public Health Policy ended with positive exchanges between the leaders and attendees.

本次论坛通过线上和线下会议结合的方式开展，汇聚中、美专家于云端，共同思考和应对当前世界各国面临的慢性传染病与未来全球重大突发公共卫生事件，为全球公共卫生政策领域创造了友好合作的沟通平台，为国际学术交流活动的开展提供了良好的借鉴，也是促进共同构建人类卫生健康共同体的生动实践。

This forum was conducted through a combination of online and offline meetings. This forum brought together experts from the United States and  China on the cloud to reflect on and respond to chronic infectious diseases facing all countries in the world and major global health emergencies in the future. It created a communication platform for friendly cooperation in the field of global public health policy and provided a good reference for the development of international academic exchanges, and a vivid practice for jointly building a community of human health.
