上海交大赵大海接受央视专访:中国新冠疫苗分配公平、科学、合乎伦理道德

上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海,自新冠肺炎疫情暴发以来,对于新冠疫情暴发、防控以及卫生政策第46次接受中央电视台专访,也是第71次接受央视、上视专访。2020年12月20日,赵大海在中央电视台英语频道的《中国24小时》节目,就公众在冬季的新冠防护措施、中国新冠疫苗的分配公平性等话题进行了直播访谈。现将访谈内容翻译并摘录如下。

主持人:冬季来临之后,欧洲多个国家的新冠疫情陷入更严重的境地。您认为在冬季,人们应该怎样做好预防新冠病毒的防护呢?

赵大海:从理论上讲,冬季的气温降低确实是提升了新冠病毒局部暴发和死灰复燃的风险。然而,由于中国大陆的绝大部分地区在过去的几个月时间内都已经没有新增新冠确诊病例了,因此,中国公众不必过于担心新冠肺炎病毒的死灰复燃。关于新冠防护措施方面,我认为无论是在冬季还是其他季节,常规防护措施都是类似的。譬如,人们在外出时需要佩戴口罩、保持社交距离,以及避免大规模的聚会等,这些常规的防护措施依然是在冬季预防新冠病毒的必要措施。就不同之处而言,考虑到大规模新冠疫苗接种已临近,我认为接种新冠疫苗是公众在今冬最重要的防护措施之一。


主持人:刚才您提到疫苗接种,一些国家已经开始大规模接种疫苗。然而,疫苗的公平分配一直是一个值得关注的话题。中国对此有何态度?

赵大海:新冠疫苗的公平分配对预防和控制新冠全球大流行具有重要意义。新冠疫苗最重要的分配原则是高危人群优先接种疫苗。中国采取了“两步走”的战略来分配新冠疫苗。鉴于近期内新冠疫苗的产量有限,重点人群,即具有较高感染新冠病毒风险的人群,如医务人员、公共交通从业人员等,优先接种新冠疫苗。随着产量的增加,中国全民都有机会接种新冠疫苗。中国的做法完全符合上述提及的新冠疫苗公平分配原则。中国对新冠疫苗的分配是公平、科学和合乎伦理道德的。

Dahai ZHAO’s Exclusive Interview with CGTN: The Distribution of COVID-19 Vaccines in China is Fair, Scientific and Ethical

Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by ShanghaiTV for the 46nd time (the 71nd time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On December 20, 2020, Zhao commented on protection measures for the public in winter and distribution of COVID-19 vaccine in China on “China 24” of CGTN.

Anchor: The winter season brings bigger risks of coronavirus infections. How should protection measures differ this time? 

ZHAO: In theory, the winter season brings bigger risks of local outbreak and resurgence of COVID-19. However, due to the fact that there have been no new confirmed cases of COVID-19 in the most majority areas of the Chinese mainland for a couple of months, it is not necessary for Chinese residents to be terrified of the resurgence of COVID-19. For the second question, I believe most protection measures are similar whatever in winter or other seasons. For example, common protection measures such as wearing a face mask when people go outside, keeping social distance, avoiding big gatherings are still necessary for preventing the COVID-19. In terms of the differences, I believe the vaccination of COVID-19 is one of the most important protecting measures this winter because the vaccinating is approaching. 

Anchor: Mass vaccinations have begun in several countries. But there are still concerns over fair distribution. What is China's approach to this?

ZHAO: Fair distribution of COVID-19 vaccines is really important and meaningful for preventing and controlling the pandemic of COVID-19. The most important principle of distribution is that high-risk populations should have the priority of getting the vaccination. The high-risk population means they have more probability to be infected, because of their special demography, or special workplaces. China conducts a two-step drive to roll out its COVID-19 vaccinations. Considering the limited production of COVID-19 vaccines in the near future, key populations who have a high risk of being infected such as medical workers, public transportation workers have the priority of vaccination. With the production increases, all people will have the chance to be vaccinated. China’s approach is absolutely accordant with the aforementioned fair principle of distribution. China’s distribution of COVID-19 vaccines is fair, scientific, and ethical.
