上海交大赵大海接受央视专访：深圳拉开了中国高风险人群接种新冠疫苗的序幕
上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情暴发以来，对于新冠疫情暴发、防控以及卫生政策第49次接受中央电视台专访，也是第75次接受央视、上视专访。2020年12月28日，赵大海在中央电视台英语频道的《中国24小时》节目，就深圳市开始为出国人员接种新冠疫苗等话题进行了直播访谈。现将访谈内容翻译并摘录如下。
主持人：深圳现在为需要出国的人群提供免费疫苗接种。您对这项政策的解读是什么？
赵大海：首先，根据国家卫健委的界定，需要出国的人群属于重点人群，即感染风险较高的人群。深圳是中国最早开展对个人接种新冠疫苗的城市。第二，免费接种新冠疫苗体现了深圳市政府鼓励越来越多的人接种新冠疫苗。此外，其他城市可能不提供免费疫苗，但价格将根据成本来确定。第三，考虑到大多数国家的新冠疫情依然处于大流行，为需要出国的人提供疫苗接种表明了深圳市政府对新冠疫苗的有效性充满信心。
主持人：深圳市也开始对高危人群进行新冠疫苗接种。请问如何找到这些高危人群？新冠疫苗接种在全国其他地区会是怎样的？
赵大海：越来越多的城市已做好了为高危人群接种新冠疫苗的准备。至于如何发现高危人群，国家卫健委已对高危人群有了非常清晰的界定。如何找到高危人群，不存在问题。据我判断，全国大部分城市将在两周左右开展高危人群的新冠接种工作。除了对于新冠疫苗的科学分配，即重点人群优先接种之外，新冠疫苗接种的科学教育也非常重要。老百姓对新冠疫苗接种意愿有一个科学认知的过程。因此，各级地方政府和卫生行政部门必须要有耐心，需要对老百姓开展疫苗接种的科学教育。当越来越多的人接种新冠疫苗后，公众将会充分了解新冠疫苗的有效性和安全性。我相信中国大多数高危人群在农历春节前，也就是2月初，都有机会接种到新冠疫苗。

Dahai ZHAO’s Exclusive Interview with CGTN: Shenzhen City to start vaccinating high-risk groups against COVID-19
Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGTN for the 49nd time (the 75nd time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On December 28, 2020, Zhao commented on Shenzhen City to start vaccinating overseas travelers against COVID-19 on “China 24” of CGTN.
Anchor: Shenzhen is now offering free vaccinations to certain groups of people who need to travel abroad. What’s the thinking behind this policy?
ZHAO: First, the people who need to travel abroad belong to the key population those who have higher risk of being infected from the national health commission regulations. This is the start of vaccinating for individuals in China. Second, offering free vaccinations stand for Shenzhen government’s attitudes on encouraging more and more people to vaccinate. In addition, other cities may not offer free vaccinations, however, the price will be set according to the cost. Third, considering the pandemic of COVID-19 in most countries is still very serious, offering free vaccinations to the people who need to travel abroad, shows Shenzhen local government has full confidence in the efficacy of the COVID-19 vaccine.
Anchor: Shenzhen has also started vaccinating high-risk groups. How would this campaign play out for the rest of the country?
ZHAO: More and more cities have also prepared for the vaccinating high-risk groups. In two weeks, vaccinating high-risk groups will be conducted in most cities in the whole country. Besides of the scientific distribution on vaccinating among the general citizens, scientific education on vaccinating is also important. According to the experiences of vaccinating abroad, the vaccinating willingness of the general citizens is a process. Therefore, the local government and related health departments should have patience and conduct scientific educations for all population. When more and more people have been vaccinated, the public will fully understand the efficacy and safety of the COVID-19 vaccines. I believe most high-risk population in China will have the chance to be vaccinated before Chinese Spring Festival; that is, the early February.
