上海交大赵大海接受上视专访:商务部新规将有助于常态化新冠疫情防控

上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海,自新冠肺炎疫情暴发以来,对于新冠疫情暴发、防控以及卫生政策第27次接受上海电视台专访,也是第76次接受央视、上视专访。2021年1月5日,赵大海在上海电视台新闻综合频道的《新闻夜线》节目,就商务部印发商场、超市等四个新冠疫情防控指南等话题进行了直播访谈。现将访谈内容摘录如下。

主持人:春节临近,商务部发布相关防控技术指南,对当前常态化疫情防控有怎样的指导意义?更多解读,马上连线上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海。请问出台以上措施的主要原因是什么?

赵大海:主要原因在于,最近一段时间,新冠疫情在部分地区出现了相对比较频繁的局部暴发。商场、超市、餐饮服务单位,本身就是人群高度聚集的场所,而且部分的局部暴发与这些场所直接相关联;商务部发布这些针对性的疫情防控指南,应该讲是非常及时、也是完全正确的。


主持人:您觉得商务部出台这些措施,能破解上述困难吗?

赵大海:商务部出台的措施应该会在很大程度上解决这些困难。但至少还有两个方面需要进一步加强。首先,通过各类渠道,加强常态化疫情防控知识的宣传教育。对于在商场、超市,工作人员和顾客必须佩戴口罩等,我认为难度相对较小;毕竟,在国内新冠疫情比较严重的时候,工作场所和顾客都有相同的经历;但对于餐饮服务单位的“公筷、公勺”,在执行上难度比较大;还需要餐饮服务单位和公众的共同努力。其次,有必要出台相应的配套措施。譬如,顾客不佩戴口罩进入商场、超市,餐饮服务单位,顾客不愿意使用“公筷公勺”等,如何来处理等,还需要进一步细化。


主持人:春节临近,当前对公共场所的防控是否有必要进一步加强?

赵大海:我认为非常有必要。在新冠疫苗接种还没有大面积普及的前提下,随着春节临近,各地人员流动、人员聚集必然将大幅增大,因此,需要对公共场所的疫情防控措施进一步增强。譬如,不仅是对于进入商场、超市,需要佩戴口罩;其他公共场所,也需要测量体温、佩戴口罩等。

Dahai ZHAO’s Exclusive Interview with ShanghaiTV: The Ministry of Commerce issued new regulations to strengthen the normalization of epidemic prevention and control

Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by ShanghaiTV for the 27nd time (the 76nd time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On January 5, 2021, Zhao commented on the Ministry of Commerce issued four guidelines for COVID-19 containing including shopping malls and supermarkets on “Newsnight” of ShanghaiTV.

Anchor: As the Spring Festival approaches, the Ministry of Commerce has issued relevant technical guidelines for prevention and control. What is the guiding significance for the current normal epidemic prevention and control? What is the main reason for the above measures?

ZHAO: The main reason is that in recent days, there have been relatively frequent local outbreaks of the COVID-19 disease in some areas. Shopping malls, supermarkets, and food service units are themselves places of high concentration of people, and some local outbreaks are directly linked to these places. It should be said that the Ministry of Commerce issued these targeted guidelines on epidemic prevention and control in a timely and entirely correct manner.

Anchor: Do you think MOFCOM can overcome these difficulties with these measures?

ZHAO: The Commerce Department's measures should go a long way toward addressing these difficulties. But there are at least two areas that need to be strengthened. First of all, through various channels, strengthen the propaganda education normalized epidemic prevention and control knowledge. For shopping malls and supermarkets, staff and customers have to wear masks, etc., I think it is relatively easy, after all, as the epidemic was more serious in the country, the workplace and customers should have some experience. But for the food service units of "public chopsticks, public spoon", in the implementation of the difficulty is relatively large, but also need the joint efforts of the food service units and the public. Secondly, it is necessary to introduce corresponding supporting measures. For example, how to deal with customers who do not wear masks when entering malls, supermarkets and catering service units, and customers who do not want to use "public chopsticks and spoons", etc., need to be further refined. 

Anchor: With the Spring Festival approaching, is it necessary to further strengthen the prevention and control of public places?

ZHAO: I think it's very necessary. Under the premise that the vaccination of the new crown vaccine has not been widely popularized, with the approach of the Spring Festival, the flow of people and the gathering of people in different places will inevitably increase greatly. Therefore, it is necessary to further strengthen the epidemic prevention and control measures in public places. For example, not only for entering the shopping mall, supermarket, need to wear a mask, other public places, also need to measure the temperature, wear a mask and so on.
