上海交通大学国际与公共事务学院教授、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海在接受第一财经记者采访时表示，欧盟将新冠疫苗采购押宝在了阿斯利康、辉瑞和莫德纳这三种疫苗上。但由于阿斯利康的疫苗供应一直缓慢，所以导致欧盟疫苗供给出现瓶颈。

他认为，在疫情面前各国不应“各扫门前雪”。“欧盟为保证自身疫苗供应，限制出口，会对其他国家控制疫情带来影响。欧盟还是COVAX全球新冠疫苗计划成员，此举违反其供应原则。”他说，“不过，欧盟原本的疫苗出口量并不大，对于全球新冠疫苗的供应和分配造成的实质影响也不会太大，最不利的影响是影响全球共同抗击新冠疫情的团结。”
