上海交大赵大海教授接受央视专访：东京奥运防疫存在较大漏洞
上海交通大学国际与公共事务学院教授、博士生导师，上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情暴发以来，对于新冠疫情暴发、防控以及卫生政策第55次接受中央电视台专访，也是第88次接受央视、上视专访。2021年4月28日，赵大海在中央电视台英语频道《链接天下》节目，就日本政府在当日发布的东京奥运会防疫手册第二版的相关话题进行了评论。现将有关访谈内容翻译并摘录如下。
主持人：东京奥运会将在今年七月举办。大多数日本人对此非常担心，并希望奥运会取消或再次延迟。然而，日本政府却还是坚持在今年七月举办。您对此有何看法？
赵大海：东京奥运会原计划是2020年7月举行，由于2020年新冠全球大流行，比赛推迟到了2021年7月举行。然而事实是，现在日本和世界大量国家的新冠疫情比一年前更为严重。因此，我与大多数日本人所担心的是一样的，我也认为东京奥运会应该取消，至少应该再次推迟到全球新冠疫情完全消除的时候举办。
此外，我们还要考虑奥林匹克运动会的宗旨，那就是通过体育活动协助建立一个更加美好的和平世界。考虑到现在新冠肺炎在日本乃至全世界的大流行，日本政府决定在今年7月举办奥运会与奥运会的宗旨是不一致的。
主持人：然而，一个难以改变的事实是，东京奥运会将在今年七月举行。对于今天公布的东京奥运会防疫手册第二版，您认为这个防疫手册能防控住新冠疫情的暴发吗？
赵大海：我认为今天公布的东京奥运防疫手册第二版，还不足以能防控住新冠疫情。首先，虽然运动员每天都会接受核酸检测，但海外运动员入境日本不需要采取隔离措施。基于在过去一年多的全球抗击新冠疫情的经验来看，对于高危人群，特别是入境人员的两周集中隔离，是新冠疫情防控必需的步骤。因而，该防疫手册是有漏洞的。第二，由于日本当前新冠疫情非常严重(日本每天尚有五千左右的新增病例)，当海外运动员和教练员到达日本之后，如何保证他们的安全，并没有在该防疫手册当中得到充分的考虑。毕竟，海外运动员和教练员到达日本之后，不可能不接触日本的当地居民和奥运工作人员。总之，新出版的奥运防疫手册不足以保护日本以外的运动员和教练员不受新冠病毒感染。除了当前的国内经济利益之外，日本政府还必须考虑更多的问题。

Dahai ZHAO’s Exclusive Interview with CGTN: The glaring loophole in Tokyo Olympics infection-prevention
Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGYN for the 55st time (the 88st time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On April 28, 2021, Zhao commented on the Japanese government’s second edition of COVID-19 infection-prevention manual of the Tokyo Olympic Games on “The Link” of CGTN.
Anchor: Most Japanese residence are concerned, and they wish the Olympic game could be canceled or postponed again. But Japanese government are still pushing for the game to happen in July. What's your take on this?
ZHAO: The Tokyo Olympic Game was planned to be conducted in July 2020; due to the fact the pandemic of COVID-19 in 2020, the Game was postponed to July 2021. However, the current pandemic condition is much worse than the pandemic one year ago in Japan and many countries in the world. Therefore, I agree with the concerns by a large number of Japanese residence; that is to say, the Tokyo Olympic Game should be canceled, at least it should be postponed again until the pandemic is overcome completely. In addition, we have to consider the objective of the Olympic game, through sports activities, its purpose is to contribute to the establishment of a peaceful and better world. Considering the pandemic of COVID-19 in Japan and the whole world, What Japanese government pushes for the game to happen in this July is not accordant with the objective of the Olympic Game.
Anchor: Will the newly published Playbooks make a significant contribution to the virus control during the game?
ZHAO: I think the newly published Playbooks are not enough for controlling the COVID-19 during the game. First, although athletes will be tested daily, but they will not need to quarantine. During the last more than 1 year’s experiences on combating COVID-19 in the world, we all know that quarantine for two weeks is necessary to find a suspected case. Therefore, the current protocol has disadvantages. Second, due to the fact that the pandemic of COVID-19 in Japan is very serious. For example, the current daily number of new confirmed cases in Japan is about 5 thousand. When athletes and coaches from overseas stay in Japan, how to guarantee their safety has not been fully considered in the playbooks. Because it is impossible for the athletes from outside of Japan not to contact Japanese residences and Olympic workers. In a word, the newly published playbooks are not enough for protecting the athletes and coaches from outside of Japan. Besides of current domestic economic interests, the Japanese government must consider much more.
