上海交大赵大海接受央视专访：3-11岁儿童接种新冠疫苗安全有效
上海交通大学国际与公共事务学院教授、博士生导师，上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情暴发以来，对于新冠疫情暴发、防控以及卫生政策第63次接受中央电视台专访，也是第106次接受央视、上视专访。2021年10月28日，赵大海接受中央电视台英语频道专访，在《中国24小时》节目，就边境地区新冠疫情防控和未成年人新冠疫苗接种的相关话题进行了解释。现将访谈内容翻译并摘录如下。
主持人：中国最近的新冠疫情给边境城市带来了防控压力。这些地区采取了哪些措施来遏制该病毒？
赵大海：我认为至少有三项举措。首先，边境地区的所有地方政府严格执行防止新冠疫情反弹的现行政策。相关政策的科学性已毋庸置疑，疫情反弹的主要原因还是政策执行不到位。第二，边境地区的地方政府严格限制外来游客的数量。考虑到从中国境外输入的新冠病毒在边境地区可能比国内其他地区再次出现的可能性更大，应严格限制和检测前往边境地区的旅客。第三，包括生活在边境地区的儿童在内的所有人都应接种第三剂疫苗。通过上述三项措施，我相信边境地区的疫情防控的压力将很快得到缓解。
主持人：由于新冠病毒变异频繁，我国未成年人正在接种疫苗。对于新冠病毒疫苗的安全性和有效性，您有什么看法？
赵大海：首先，针对中国大陆3-17岁未成年人群的新冠疫苗的临床试验，已充分证明了国产新冠病毒疫苗的安全性和有效性。其次，在全国各地成年人和12-17岁未成年人的大范围新冠疫苗接种进一步显示了国产新冠病毒疫苗的安全性和有效性。因此，对于12岁以下的未成年人接种新冠疫苗，确实没有必要担心新冠病毒疫苗的安全性和有效性。此外，考虑到在过去全国各地局部疫情暴发当中，有不少病例是12周岁以下的未成年人，这给学校的疫情防控带来了巨大压力。总之，对于12岁以下未成年人的疫苗接种，不仅安全性和有效性得到了充分保障，而且其意义也非常明确。

Dahai ZHAO’s Exclusive Interview with CGTN: COVID-19 vaccine is safe and effective in children aged 3 to 11
Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGYN for the 63st time (the 106st time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On October 28, Zhao commented on COVID-19 prevention and control in border areas and COVID-19 vaccination for minors on CGTN “China 24”.
Anchor: China's latest outbreak has put pressure on its border cities. What measures have been taken in those regions to curb the virus?
ZHAO: I think at least three measures can be taken. First, all local governments in border areas must strictly implement the current policy of preventing the rebound of the outbreak of COVID-19. The related policies have been confirmed scientifically, and most of rebounds of the outbreak were due to the uncomplete policy implementation. Second, local governments in border areas have to strictly limit the number of travelers from outside of the border. Considering the imported virus of COVID-19 from outside of China may much more frequently reappear in border areas than other domestic areas, the travelers to border areas should be strictly limited and tested. Third, all people including the kids who live in border areas should be vaccinated the third dose. Through the aforementioned three measures, I believe the pressure in border areas will be relieved in the near future.
Anchor: Vaccinations for minors are underway as the Delta variant runs rampant. What do you say to those hesitant about the safety and efficacy of Covid-19 vaccines?
ZHAO: First, the clinical trials on the 3 to 17 years old population in Chinese mainland have fully proved the safety and efficacy of the domestic COVID-19 vaccines. Second, the vaccinations among adults and minors whose ages from 12 to 17 all over the country have fully shown the safety and efficacy of the domestic COVID-19 vaccines. Therefore, it is really not necessary to worry about the safety and efficacy of covid-19 vaccines for the minors below 12 years old. Further, considering there are a couple of confirmed cases who are minors during the past local outbreaks, it has put big pressures on schools. In a word, in terms of the vaccination for minors who are below 12 years old, not only the safety and efficacy have been confirmed, but also the meaningfulness is really clear.
