上海交大赵大海接受央视专访:上海新冠疫情防控需要全社会通力配合


    

    上海交通大学国际与公共事务学院教授、博士生导师,上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海,自新冠肺炎疫情暴发以来,对于新冠疫情暴发、防控以及卫生政策第71次接受中央电视台专访,也是第123次接受央视、上视专访。2022年3月28日,赵大海接受中央电视台英语频道专访,在《中国24小时》节目就上海新冠肺炎疫情防控的相关话题进行了解释和评论。现将访谈内容摘录如下。


    

    主持人:这次上海的新冠疫情对你的生活有何影响? 

    赵大海:由于上海的本波新冠肺炎疫情非常严重,疫情确实影响了我的生活。疫情给我的生活带来了很多不便。比如说,对于我在大学的工作,我只能线上教学,没办法去校园。在过去两周左右的大部分时间里,我不得不待在家里,并多次接受核酸检测。此外,对我的孩子们来说,他们也必须待在家里而且上网课。另外,我还要为过去和未来的封控准备一些食物和蔬菜。当然,尽管本波新冠疫情对我的生活造成了比较大的影响,但我相信这段时间是可以坚持和忍受的。毕竟,只有通过封控或待在家里,才能尽快战胜这波疫情。此外,我相信上海绝大多数市民都能理解新冠疫情防控的形势,忍受疫情所造成的这些影响,并支持市政府采取的疫情防控政策。

   


    主持人:上海已经实施了分区域分阶段封控的政策,请帮我们解读一下它是如何发挥作用的以及这么做的必要性是什么?

    赵大海:整个上海市的封控主要以黄浦江一分为二。从3月28日到4月1日,黄浦江东部和南部处于封控状态;黄浦江以西将于4月1日至4月5日实施封控。这项措施实施背后的原因和必要性如下:首先,就抗击疫情的效果而言,我认为分成两个区域和两个时间段的封控措施与整个城市在同一个时间的封控是基本一致的,因为当上海的第一部分区域处于封控状态时,在上海非封控区已出现确诊新冠病例的社区也将处于封控状态。另外,该措施相比较于同时全市封控将大大降低对市民日常生活的影响程度。其次,该措施充分考虑了上海的实际情况,包括参与封控和大面积核酸检测的医护人员和其他工作人员的数量,生活物资的供应等,以确保封控和大量核酸检测的质量。总之,我认为该举措是必要的,而且是符合上海的实际情况的,并有助于在上海全市尽快实现新冠清零的目标。

Dahai ZHAO’s Exclusive Interview with CGTN: The prevention and control of COVID-19 in Shanghai requires the full cooperation of the whole society

    Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGTN for the 71st time (the 123rd time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On March 28th, Zhao commented on COVID-19 prevention and control in Shanghai on CGTN “China 24”.

   

    Question: Professor, how has your life been affected by this outbreak in Shanghai?

    ZHAO: Due to the fact that the pandemic in Shanghai is very serious, the pandemic has really affected my life. It has brought much inconvenience for my life. For my job at the university. I have to teach online, and can not go to the campus. For most of my time in the last about two weeks, I have to stay at home and have been tested the nucleic tests for many times. In addition, for my kids, they also have to stay at home, and attend the online class. Furthermore, I have to prepare for some food and vegetables for the past and future lockdown. Anyway, although the pandemic has affected my life, I believe the life can be insisted and endured. After all, only through the lockdown or stay at home, the pandemic can be overcome in the near future. Furthermore, I believe the most majority of residents in Shanghai can understand the current situation of the pandemic, endure the effect of the pandemic, and support the measures of combating the pandemic from the city government.  


    Question: Shanghai has implemented this two-phase measure approach, explain how this works and how necessary is this? 

    ZHAO: ZHAO: There has been confusion over Shanghai's neighborhood-level measures. Help explain them to us. And what's the reasoning behind these measures? The lockdown of the whole city of Shanghai is separated into two parts almost by the Huangpu River. The east and South of the Huangpu River are in the lockdown from today to April 1st; the west of the Huangpu River will be in the lockdown from April 1st to April 5th. The reasoning behind the measures is as followed: First, in terms of the effectiveness of combating the pandemic, I believe the neighborhood-level measures are much similar to the lockdown of the whole city, because when the first part of Shanghai is in the lockdown, the community areas in the rest of Shanghai which have confirmed cases are also in the lockdown. However, these measures have dramatically decreased the influence extent for residents’ lives than the whole city’s lockdown. Second, the neighborhood-level measures have fully considered the specific conditions of Shanghai including the number of healthcare workers and the staff on attending the lockdown, the supply of living materials, in order to ensure the quality of the lockdown and the huge number of nucleic acid tests. In a word, I think the neighborhood-level measures are accordant with the Shanghai’s specific conditions and will help the realization of the zero-covid goal as soon as possible.
