上海交大赵大海接受央视专访：上海新冠疫情趋于可控但仍需继续严格防控
上海交通大学国际与公共事务学院教授、博士生导师，上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情暴发以来，对于新冠疫情暴发、防控以及卫生政策第74次接受中央电视台专访，也是第136次接受央视、上视专访。2022年4月19日，赵大海接受中央电视台英语频道的专访，在《中国24小时》节目就上海新冠疫情防控的最新进展、复工复产的疫情防控等相关话题进行了解释和评论。现将访谈内容翻译并摘录如下。
主持人：上海从非隔离人群当中发现的新冠肺炎病例已连续第四天下降。关于上海的疫情，这告诉了我们什么？
赵大海：首先，这提示上海的新冠疫情暴发离社会面动态清零更近了一步。这也反映出上海所实施的动态清零策略已显示出效果来了。上海通过对全民多轮的核酸检测，在非隔离人群当中潜在的绝大多数阳性感染者已被发现出来了。其次，考虑到目前每天在非隔离人群所发现的新增病例仍在500例左右，上海新冠疫情的防控形势依然不容乐观。这就必须要在市民当中，尤其是封控和管控区的市民当中，继续开展多轮核酸检测。此外，对于至少在近一周发现阳性感染者的区域依然将继续实施封控管理的办法。
主持人：在疫情暴发的前提下，上海的一些企业已经开始复工复产。请问企业是如何做到一方面服从新冠疫情防控的要求，一方面又复工复产的？
赵大海：首先，只有符合新冠疫情防控各项要求的企业才能申请复工复产。具体来说，企业必须实行闭环管理；所有员工必须在一天内进行两次检测，一次是核酸检测，另一次是抗原检测。企业必须建立应急预案和临时隔离场所。一旦出现一例阳性病例，企业需知晓如何将病例转运到医院，并隔离所有密切接触者的方法和渠道。其次，区级疾控中心将负责复工复产企业的疫情防控指导和监督工作。如果一家复工复产的企业没有做到合格的新冠疫情防控，那么这家企业将会被重新关闭。

ZHAO Dahai’s 136th explanations on COVID-19 on TV: The epidemic of COVID-19 in Shanghai still needs to be strictly prevented and controlled
Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGTN for the 74th time (the 136th time by CGTN / ShanghaiTV) since the COVID-19 pandemic. On April 19th, Zhao commented on COVID-19 prevention and control in Shanghai on CGTN “China 24”.
Q1: Covid cases outside Shanghai’s quarantine areas has declined for a fourth straight day. What does that tell us about the epidemic in Shanghai?
ZHAO：First, it seems that the pandemic in Shanghai will be under control in the near future. It also reflects that the zero-covid strategy implemented by the Shanghai government has been effective. Through the multi-round nucleic acid tests among all citizens in Shanghai, the most majority of the infected cases outside quarantine areas have been found.
Second, considering the current daily cases outside the quarantine areas are still about 500, the pandemic situation in Shanghai can not be optimistic. It must need more rounds nucleic acid tests among the citizens, particularly among the citizens in the closed-off management. In addition, the closed-off management measures will be kept in the areas that the infected cases have been found in one week.
Q2: Some enterprises in Shanghai are back in business. How can companies get back to work while keeping up with covid countermeasures?
ZHAO：First, only enterprises that have met the all covid-19 prevention and control requirements can be back in business. Specifically, the enterprise must be operated by the closed loop management. All staff must be tested twice in one day, one is nucleic acid test, the other one is antigen test. The enterprise must establish the emergency plan and a temporary quarantine place. Once there is one positive case, the enterprise knows how to transfer the case to the hospital and quarantine all close contacts.
Second, the local cdc is responsible for the directing and supervising the enterprise’s maintaining covid-19 countermeasures. If one enterprise does not maintain the covid-19 countermeasures, the resumed enterprise will be closed.
