上海交大赵大海关于新冠疫情第3次在电视台访谈评论：湖北换帅 采取最严厉措施落实湖北疫情防控
上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海近日第三次接受中央电视台英语频道（CGTN）的直播采访。在2020年2月13日晚7点的《今日亚洲》节目，赵大海就新冠肺炎疫情期间湖北省委主要领导的调整进行了评论，相应中文全文翻译如下。
主持人：中国更换了湖北省委的两名主要领导以进一步抗击新冠肺炎疫情。在此之前，湖北省卫健委的两位主要领导也进行了调整。
现在我们连线本期嘉宾，上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，我们看到了本周湖北省委和湖北省卫健委主要领导的调整，对此您是如何看的？
赵大海：我认为这些主要领导的调整是具有重大意义的，而且该调整时机也非常好。具体而言：
第一，湖北省委等这些主要领导岗位的调整充分显示了党中央打赢新冠肺炎疫情的坚定决心。如果这次疫情的领导责任不尽快明确和追究，湖北省委和湖北省卫健委的原主要领导们很难有直面现实、无所畏惧和全身心地投入到这场疫情的斗争去的勇气，也难以拿出对抗疫情的最好解决方案。因此，如果不尽快追责必然将贻误了对抗疫情的最佳战机。
第二，湖北的当前疫情唯有调整原先的既定对抗疫情的战略方能取得最终的胜利。我相信只有通过对湖北省委和湖北省卫健委主要领导的调整才能达到完善原先既定战略的目标。
第三，这是党中央向全体湖北人民发出的一个明显信号。既然湖北省委和湖北省卫健委原先主要领导在本次抗击疫情中表现得不够好，为了湖北人民的利益，他们就应当负其应有的责任。这也符合于2019年实施的《中国共产党问责条例》的基本规定。此外，这也是党中央所释放的另一个信号，唯有能打赢这场疫情战斗的领导干部才能胜任这些领导职务。
主持人：新任湖北省委书记曾在上海任职，上海是一个拥有两千多万人口的大城市。告诉我们更多关于他在上海疫情控制方面的政绩，以及有没有一些经验可以带到湖北？
赵大海：作为上海市主要领导，在控制肺炎疫情爆发方面显示了卓越的领导能力。据最新数据显示，上海市确诊病人总数为315人，新增每日确诊病人正在减少。上海的疫情在一定程度上已得到了控制。主要包括两个方面。
第一，在新冠肺炎疫情爆发的早期，有关领导展示了他对疫情的敏锐评估。2020年1月20日农历春节之前，在回答路透社的提问时说，“上海市政府对新冠肺炎高度重视，已加强了对可疑病例的甄别和筛选；如果发现确诊的病例，我们将依法依规及时向社会公布”。
第二，在抗击疫情方面，表现出了对控制疫情的全身心投入和管理能力。我引用他于2020年1月23日的一句话来具体解释：“我们应该尽最大努力、采取最严格的措施、以最快的速度在上海全面实施新冠肺炎的预防控制措施。”
我相信他在1月23日的这句话在湖北是同样适用的。具体而言，就是在湖北尽最快速度找到所有疑似病人，让所有疑似病人能住进医院，让所有需要隔离的居民得到隔离，全力以赴、采取最严厉措施、以最快的速度全面落实湖北省的防控措施。

Dahai Zhao' 3th comments on TV during the Pandemic: Leadership Reshuffles in Hubei, Yong YING Take Toughest Measures in Containing COVID-19
Dahai Zhao, PhD supervisor of SJTU School of International and Public Affairs and the executive director of SJTU-Yale Joint Center for Health Policy, recently accepted interviews from the CGTN on containing COVID-19 in China for the third time. In "Asia Today" at 7 pm on February 13, Zhao commented on Leadership-change in Hubei during containing COVID-19 as follows.
Anchor: We have seen some major leadership reshuffles within the Party and health department this week. What do you think of the meaning and timing of the changes?
ZHAO Dahai: I believe the changes are meaningful, and it is a good timing. Specifically,
First, the changes show that the Central Committee of CPC has an obvious determination to win the war against the virus outbreak. After all, when the responsibility is not clear, for the former major leaders within the Party and health department in Hubei, it is not easy for them to have the full courage and fearlessness to face the reality directly and give the best solution to the combating NCP. It would lose the best timing for combating the outbreak.
Second, the current epidemic situation in Hubei, needs to adjust the established strategy to win the final victory on the outbreak. I believe only changes in major leadership within the Party and Health Department can meet these expectations.
Third, it is an obvious signal from the Central Committee of CPC to the whole Hubei people. If major leaders within the Party and Health Department in the combating outbreak in Hubei are not good enough, they must take the responsibility, in order to meet people’s expectations. it is accordant with the new regulation of the Party on government leaders’ accountability. In addition, it is also a signal that only major leaders can win the outbreak are good enough for these positions during the outbreak.
Anchor: The new Party Chief of Hubei Province Ying Yong used to be the mayor of Shanghai, which is a city with more than twenty million people. Tell us more about his performance in controlling the outbreak in Shanghai and is there some experiences can be brought to Hubei?
ZHAO Dahai: As mayor of Shanghai, in terms of his performance in controlling the virus outbreak, as far as I know, what he shows is great. According to the latest data, the total number of confirmed patients in Shanghai is 315, and the new daily confirmed patients become lower. It seems that the outbreak in Shanghai is in under control, to some extent.
His great performances can be reduced into two parts.
First, for the early outbreak, he shows his acute evaluation of the epidemic situation. On Jan 20th, before the Spring Festival, when Ying Yong interviewed with Reuters, he said, Shanghai government has concentrated on the prevention of NCP, and tries to recognize the all suspected patients, and all data will be open to the society. The starting time is earlier than most cities.
Second, for combating outbreak, he shows his devotion and ability to control the outbreak. Since January 23rd, Ying Yong has been in charge of the group which is responsible for the prevention and control of the NCP in Shanghai, I quoted what he said on the same day, “We should do our best and take the most stringent measures to fully implement the prevention and control measures in Shanghai at the fastest speed”.
I believe this sentence what he said on Jan 23rd can be used in Hubei. Specifically, to find all suspected patients, to make all suspected patients be in hospital, make all related residents quarantine carefully. He will do our best and take the most stringent measures to fully implement the prevention and control measures in Hubei at the fastest speed”
