上海交大赵大海关于新冠疫情第11次在电视台访谈评论：生物安全纳入国家安全体系，人类命运共同体与全球疫情联合防控
上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情以来第十一次接受电视台直播采访，包括六次中央电视台和五次上海电视台的直播评论。在2020年3月3日中午12点的中央电视台英语频道《环球瞭望》节目，赵大海就有关习近平总书记所要求的将生物安全纳入国家安全体系和以人类命运共同体的原则实现全球疫情共同应对等内容，与主持人进行了对话。 
主持人：正如习近平总书记所要求的，中国已决定将生物安全纳入国家安全体系。生物安全与国家安全如何联系？
赵大海：新冠肺炎的爆发对全体中国人民的健康已构成重大威胁，对全国的经济运行和社会发展也产生了重大的负面影响。新冠肺炎的爆发就正是生物安全的一个典型例子。此外，除了新冠肺炎，我们很容易找到更多相关的例子。譬如，非洲猪瘟的爆发对中国猪肉的整个市场供应和价格产生了巨大影响。因此，我认为将生物安全纳入国家安全体系具有重大的意义，而且生物安全也理应是整个国家安全的重要组成部分。 
主持人：习近平总书记还援引了"人类命运共同体"的原则，提及全球应对疫情的努力。实施联合应对战略有哪些挑战？
赵大海：除新冠肺炎等重大传染病之外，生物恐怖袭击、生物滥用等一系列巨大挑战都使得任何国家的生物安全形势日益严峻。联合国还努力通过《生物武器公约》、《生物多样性公约》、《保护植物新品种公约》等国际公约以建立生物安全的全球防御体系。这些公约也体现了当前全球生物安全方面的一些重大挑战。已波及全世界五十多个国家的新冠肺炎爆发，将使得世界各国更加理解在全球应对传染病疫情当中"人类命运共同体"的原则的重大意义和必要性。

Dahai Zhao' 11th comments on TV during the Pandemic: Biosecurity is Brought into Line with National Security System for the Community with Shared Future and Global Joint Containing of COVID-19
Dahai Zhao, a doctoral supervisor of the School of International and Public Affairs of Shanghai Jiao Tong University and executive director of Shanghai Jiao Tong University-Yale University Joint Center for Health Policy have been interviewed by TV live broadcast for the 11th time since COVID-19 epidemic, including six CCTV English channels and five Live commentary of Shanghai TV. At 12 am on March 3, 2020, Zhao responded to General Secretary Xi Jinping's request to incorporate biosafety into the national security system and achieve a common response to the global epidemic based on the principles of a community of shared future, with the anchor.
Anchor: As President Xi suggested, China has decided to integrate bio-safety into the national security system. How is bio-security linked to national security?
Zhao: This outbreak of coronavirus poses a significant threat to all Chinese people's health and has a significant negative impact on the whole country’s economy and society. Further, the outbreak of coronavirus is a classic example of bio-safety. In addition, besides of coronavirus, it is very easy for us to find many examples. For example, the outbreak of African swine fever has a huge impact on the entire market supply and the price of pork in China. Therefore, I believe bio-security linked to national security is really meaningful, and bio-security will be the vital part of the whole national security.
Anchor: President Xi has also invoked his principle of "building shared future for humanity" in reference to global efforts in dealing with the outbreak. What are the challenges in implementing joint response strategies?
Zhao: Besides of the major infectious diseases such as coronavirus, a series of huge challenges such as biological terrorist attacks, bio-misuse, have made any country biosecurity situation increasingly serious. The United Nations also strives to establish a global defence on biosecurity through international conventions such as the Biological Weapons Convention, the Convention on Biological Diversity , the Convention on the Protection of New Species of Plants, etc. These conventions can show some major challenges on biosecurity. The outbreak of coronavirus in more than 50 countries will let all countries in the world understand principle of "building shared future for humanity" in reference to global efforts in dealing with the infectious outbreak is absolutely significant and essential.
