上海交大赵大海关于新冠疫情第7次在电视台访谈评论：习总书记视察武汉，武汉胜则全国胜
上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情以来第七次接受中央电视台直播采访，也是第十二次接受央视/上视直播采访。在2020年3月10日19点的中央电视台英语频道CGTN《今日亚洲》节目，赵大海就有关习近平总书记在武汉视察及疫情防控的重点等内容进行了评论。现将内容翻译如下。
主持人：习近平总书记在中央领导高层会议上对新冠肺炎疫情防控有多次发表讲话，您对
他在过去一段时间的指示有何理解？ 赵大海：首先，习近平总书记提到"武汉胜，湖北胜;湖北胜，全国胜”。因此，武汉和湖北是全国抗击新冠肺炎的最主要战场，也起着最为重要的作用。第二，他强调，抗击新冠肺炎的最重要任务是保护人民的利益。除了要求在武汉新建足够的医院、派入足够的医护人员和提供医疗用品来控制疫情外，他还非常关心武汉人民的日常生活。例如，他呼吁密切关注武汉的市场供求情况，积极组织蔬菜、大米、肉类的生产。第三，他强调，武汉是一座英雄的城市，湖北和武汉人民是英雄的人民。封闭武汉给武汉人民带来了极大的不便；但是，武汉人民克服了困难，积极支持中央的防控措施。习总书记赞扬了武汉人民在整个抗击新冠肺炎斗争中的出色表现。 主持人：显然，我们已经看到全国新增新冠肺炎感染病例逐步减少，重症患者减少，显然我们已取得了本次新冠肺炎疫情战斗的胜利。全国人民正逐渐恢复工作。您认为接下来的重点是什么？
赵大海：首先，武汉和湖北仍然是整个疫情防控的重点。要继续支持武汉、湖北，向其提供足够的医疗资源，如医疗用品。第二，密切关注来自海外的输入型病例。考虑到其他国家新冠肺炎暴发情况，我们必须继续对来自其他国家的所有外来者实施严格的筛查和隔离措施。第三，人口的流动会增加新冠肺炎暴发的可能性。应重视流动人口，并严格贯彻相关防控措施，特别是在大城市。第四，要关注新冠肺炎的重症患者。在科学研究的推动下，努力提高重症患者的治愈率。此外，恢复全国经济社会发展也非常重要。 供稿者：国务学院 日期：2020年3月11日
Dahai Zhao' 7th comments on TV during the Pandemic: General Secretary Xi Visited Wuhan. When Hubei Wins, the Whole Country Wins
On CCTV's English channel CGTN "Asia Today" on March 10th, 2020, Zhao commented on General Secretary Xi Jinping's inspections in Wuhan and the key points of epidemic prevention and control.
Anchor: So professor Zhao, President Xi had made several remarks at the top level meetings of the central leadership on the epidemic prevention and control. What do you make of his leadership on this issue?
Zhao: First, President XI Jinping said that “when Wuhan wins, Hubei wins; when Hubei wins, the whole country wins” on late February. Therefore, Wuhan and Hubei have the most important role in combating coronavirus in the whole country.
Second, he stressed that people’s interests are the highest priority in combating coronavirus outbreak. Besides of controlling outbreak by offering enough hospitals, healthcare workers, and medical supplies to Wuhan, he also concerned about Wuhan people’s daily lives. For example, he urged to closely monitor the market supply and demand in Wuhan, actively organize the production of vegetables, rice, meat, eggs and milk.
Third, he said that Wuhan is a heroic city, Hubei people and Wuhan people are heroic people. Isolation of the whole city of Wuhan has brought much inconvenience for Wuhan people. However, Wuhan people have overcome the difficulties, and actively supported the preventive and control measures from the Central Committee. President Xi has also praised for Wuhan people’s great performance during the whole battle against coronavirus.
Anchor: And obviously we have seen the drawing down of new infection cases. And also those patients in severe conditions of seeing our downgraded symptoms. Obviously, we're winning this battle already. What do you think is the focus of the next step?
Zhao: First, Wuhan and Hubei are still the focus for the whole epidemic prevention and control. We must continue to support Wuhan and Hubei with more medical resources such as medical supplies.
Second, pay close attention to the potential new cases from overseas. Considering Coronavirus outbreak in other countries such as European countries and South Korea, we must continue to carry out stringent screening and isolation measures for all newcomers from other countries.
Third, people’s movements and floating will increase the probability of coronavirus outbreak. Pay more attention to the floating people, and carry out the related stringent methods, especially in big cities.
Fourth, pay more attention to the serious patients of coronavirus. Try to improve the cure rate among serious patients with the help of the advance of scientific research.
In addition, to recover the economic and social development in the whole country is also very important.
