上海交大赵大海关于新冠疫情第9次在电视台访谈评论:上海复工有序、疫情防控妥当

上海交通大学国际与公共事务学院博士生导师、上海交通大学耶鲁大学卫生政策联合研究中心执行主任赵大海,自新冠肺炎疫情以来第九次接受中央电视台直播采访,也是第十五次接受央视上视直播采访。在2020年3月15日晚八点的中央电视台英语频道CGTN《中国24小时》节目,赵大海就有关上海市复工与疫情防控等进行了评论。现将主要内容翻译并摘录如下。

主持人:新冠肺炎疫情的恐慌正在中国消退,我们正目睹更多的人离开隔离区,重返工作岗位和公共活动。您认为上海的总体感受是什么?您觉得在上海个人保持足够谨慎吗?
赵大海:在上海,越来越多的人回到工作和公共活动中来。人们对疫情的恐慌情绪确实在消退。越来越多的汽车和人已在大街上。然而,由于学校还没开学,许多餐馆和酒吧也尚未开放,回归正常状态仍然需要一段时间。
对于个人来说,大多数人出门时都戴口罩。然而,在这个周末,虽然游客数量实行了限制,上海的许多公园依然非常拥挤。考虑到许多国家的新冠肺炎疫情十分严重,来自国外的新冠肺炎病例可能再次出现在上海。我认为我们应该保持更加谨慎。现在还不是人们完全放松警惕的时候

主持人:当上海全市企业重新开业之后,他们是否采取了足够的预防措施,以确保进入商店和公共场所的人是安全的?
赵大海:我认为上海的预防措施非常好。首先,所有顾客或访客在进入商店或公共场所时必须戴口罩。在餐馆里,顾客之间的间隔是一米。第二,商店和公共场所定期消毒,顾客或访客实行限流。第三,越来越多的商店和公共场所使用“随申码”,以确保客户或访客的健康。“随申码”是由上海市政府发布,此代码由支付宝或微信支持,并通过大数据进行分析,将所有人识别为三种颜色。例如,绿色是指未发现异常或已从疫情管理当中解除的人员,譬如解除隔离者。此外,所有顾客或访客都可以在特定商店或公共场所扫描企业版的“随申码”,所有访客都会被追踪。此外,所有顾客或访客,无论他们有或没有“随申码”,商店和公共场所都必须测量体温。
综上所述,我相信目前上海的预防措施可以确保进入商店或公共场所的人是安全的。

Dahai Zhao' 9th comments on TV during the Pandemic: People Return to Work Orderly, Shanghai Contains COVID-19 Effectively
Anchor: Panic is subsiding in China and we are witnessing more people leaving quarantine to return to work and public life. What's the general feeling on the ground in Shanghai, and do you feel that individuals are remaining cautious enough?
Zhao: In Shanghai, more and more people return to work and public life. People's panic about the outbreak are really receding. More and more cars and people are on the street. However, due to the fact that schools are not open, and many restaurants and bars are not open yet, returning to normal still needs more days.
For individuals, most majority of people wear face masks when they go outside. However, on this weekend, many public parks in Shanghai are very crowded, although there are limit number of visitors. Considering the coronavirus outbreak in many countries are very severe, potential new coronavirus cases from abroad may reappear in Shanghai. I think we should keep more cautious. Now it is not the time for people to completely lower our guard.
Anchor: As businesses across the city rush to reopen, are they taking enough precautions to make sure people entering stores and public spaces are kept safe?
Zhao: I think the precautions are very good. First, all customers or visitors must wear face masks when they enter stores or public spaces. In restaurants, customers sit beyond 1 meter away. Second, stores and public spaces are disinfected regularly, and have a limit number of visitors. Third, more and more stores and public spaces use Shanghai QR Code to make sure customers or visitors are healthy. Shanghai QR Code was released by the Shanghai government. This code which is supported by Alipay or Wechat, and analyzed through big data to recognize any person with three colors. For example, Green means the person who has not seen an abnormality or has been removed from medical management measures. Furthermore, all customers or visitors can scan the enterprise version of QR code in specific store or public space, all visitors will be tracked. In addition, all customers or visitors whether they have or have not QR code, the stores and public spaces must measure their body temperatures. In total, I believe the current precautions can make sure people entering there are safe.
