上海交大赵大海关于新冠疫情第11次在电视台访谈评论：严防境外输入，武汉疫情已根本性好转
上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海，自新冠肺炎疫情以来第十一次接受中央电视台直播采访，也是第十七次接受央视/上视直播采访。在2020年3月22日晚8点的中央电视台英语频道CGTN《中国24小时》节目，赵大海就有关北京加强对海外入境人员的防控措施和武汉市连续四天零增新病例进行了评论。现将主要内容翻译并摘录如下。
主持人：北京对海外入境人员采取了更为严格的措施，您对目前遏制疫情进一步蔓延的措施有何评价？
赵大海：我相信对海外入境人员采取严格管控措施是非常有意义和必要的。原因如下：首先，根据中国新冠肺炎确诊病例的最新数据，绝大多数最新确诊病例都是海外的输入性病例。例如，今天的数据显示，北京报告了13例新病例，上海报告了14例新病例。其次，全球新冠肺炎暴发越来越严重。例如，3月21日全球其他国家新增确诊病例超过3万例。此外，新加坡今天发布了一项新措施，规定所有短期外国旅客，不论国籍，从明天起不得进入或过境新加坡。因此，将海外入境人员作为当前北京、上海等大城市疫情防控的重中之重，是可以理解和非常必要的。此外，如果新冠肺炎疫情防控在其他国家没有取得进展，中国的大城市可能会采取更为严格的管控措施。
主持人：如上所述，武汉连续第4天没有新发病例。您对下一步疫情防控工作的重点有何考虑？
赵大海，首先，武汉连续第4天没有新发病例足以证明武汉新冠肺炎疫情已基本得到控制。通过武汉市一个多月以来采取最为严格的筛查、隔离和检测等措施，我相信武汉市疫情防控成效的趋势是非常积极的。第二，对于在过去两周内没有发现新病例的社区，可以被允许外出。此外，戴口罩仍然是必须的。对于其他社区，应等到过去两周内没有新病例再允许放行。第三，在谨慎防护措施具备的前提下，复工复产也是武汉的重点。应允许符合条件的、持有健康码的居民重返工作。第四，如果武汉未来10天没有新病例，武汉市民应该可以被允许自由流动。然后，武汉市的封锁就可以在短期内解除。

Dahai Zhao' 11th comments on TV during the Pandemic: Beijing Implement Stricter Measures on Imported Flow. Wuhan is Slowly Returning to Normalcy
Dahai Zhao, a doctoral supervisor of the School of International and Public Affairs of Shanghai Jiao Tong University and executive director of Shanghai Jiao Tong University-Yale University Joint Center for Health Policy was interviewed the 11th time by CGTV since the outbreak of COVID-19, and the 17th time by TV live show in total. At 20:00 on March 22, Zhao comment on Beijing's stringent measures on overseas arrivals and Wuhan's zero new cases for four days in a row.
Host：Beijing implemented an even stricter measures on imported flow. What’s your take on the current measure as to curb the further spread of the epidemic?
Zhao: I believe that the stringent measures on imported population are meaningful and essential. The reasons are as followed, First, according to the latest data of new confirmed cases of COVID-19 in China, the most majority of all confirmed new cases are from imported flow. For example, today’s data show that 13 new cases were reported in Beijing, and 14 new cases were reported in Shanghai.
Second, the outbreak of COVID-19 worldwide is more and more serious. For example, the new confirmed cases on March 21 are more than 30 thousand in other countries.
In addition, Singapore released a new measure that all short-term foreign travellers, irrespective of nationality, are not allowed to enter or transit Singapore from tomorrow.
Therefore, the imported flows as the top priority of the current epidemic prevention and control in big cities such as Beijing and Shanghai is understandable and essential
Furthermore, if the COVID-19 outbreak has no progresses in other countries, more stringent measures may be adopted by big cities in China. Host：As we mentioned above, no new cases has been reported in Wuhan for the 4th consecutive day. What’s your take on the next-step focus of prevention control?
Zhao: First, no new cases have been reported in Wuhan for the 4th consecutive day, stand for the COVID-19 outbreak in Wuhan has almost been under control. Through the most stringent measures such as screening, isolation and testing measures in Wuhan in the past more than one month, I believe the trend of the combating COVID-19 in Wuhan is very positive.
Second, for the community where no new cases are found in the last two weeks may be allowed to go outside home in the community. In addition, wearing face masks are still necessary. For the other communities should be waited until no new cases in the past two weeks. Third, with precautious measures prepared, returning work is also the next-step focus. Citizens with Health QR Code can be allowed to return work.
