上海交大赵大海受访第一财经:西班牙需常规化本国卫生防疫,实现复工人员精准健康追踪



4月21日,西班牙成为新冠肺炎感染者数量第二个超20万的国家,但是据多家公共卫生和金融机构的模型显示,西班牙的疫情已临近峰值,这意味着西班牙最坏的时候可能要过去了。防疫措施初见成效,但西班牙也付出了一定经济代价。对于其支柱产业,旅游业每年为西班牙国内生产总值(GDP)贡献11%以上。据西班牙旅游业协会(Exceltur)估计,西班牙旅游业最快也要在今年圣诞节重启,这意味着西班牙的旅游业将失去整个2020年。该协会的最新预测,将疫情带来的预估损失从600亿欧元提升至900亿欧元。

上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海在接受第一财经记者采访时表示,从公共卫生角度而言,西班牙复工复产的基本条件是疫情完全可控,而且复工单位、公共交通等具备常规的检测、消毒等,可以确保复工复产人员不会发生聚集性新冠肺炎感染,方可复工。另外,还得做到所有复工复产人员的精准、动态追踪。

Dahai Zhao was Interviewed by THE FIRST BUSINESS: Spain should Organize Domestic Epidemic Prevention on a Regular Basis, and Allocate Accurate and Dynamic Health Tracking to Return-to-production Workers

On April 21, Spain became the second country with more than 200,000 COVID-19 infections. But Spain's epidemic is nearing its peak, according to models from several public health and financial institutions, which suggests that the worst may be ended. Spain organizes domestic prevention efficiently at high cost of economic losses. Tourism, its pillar industry, contributes more than 11% of Spain's gross domestic product each year. Exceltur, Spanish tourism association, estimates that tourism could restart as far as this Christmas, meaning Spain will lose its entire tourism industry of 2020. And Exceltur's latest talk raises the estimated cost of the outbreak from €60 billion to €90 billion.

Dahai Zhao, a doctoral supervisor at the School of International and Public Affairs of Shanghai Jiao Tong University and executive director of the Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy received interview of THE FIRST BUSINESS and explained, that from a public health perspective, the basic condition for the Spain’s resumption of work and production is that domestic outbreak is completely under control. The economic units and public transportation have regular detection and disinfection, which can ensure that the restarting and returning workers will not suffer from the aggregation of COVID-19 infection while returning to work. In addition, Spain also have to do all the return-to-production personnel accurate and dynamic health tracking.
