上海交大赵大海关于新冠疫情第26次在电视台直播评论:五一假期旅行需提防疫情反弹

上海交通大学国际与公共事务学院博士生导师、上海交通大学-耶鲁大学卫生政策联合研究中心执行主任赵大海,对于冠肺炎疫情暴发与防控第17次在中央电视台进行直播评论,也是第26次在央视/上视进行直播评论。在2020年5月1日晚7点的中央电视台英语频道CGTN《今日亚洲》节目,赵大海就五一假期旅游需注意的事项以及防止国内疫情反弹等进行了解读和评论。现将主要内容翻译并摘录如下。

主持人:中国正在放松对新冠肺炎大流行的防控。您认为疫情会有反弹的机会吗?在复工复产的背景下,如何防止疫情反弹?

赵大海:是的。尽管中国目前抗击新冠肺炎疫情的总体形势是乐观的,但我认为疫情反弹的可能性是存在的。这主要是由于普通公众当中应该存在不少的无症状新冠肺炎感染者,对于防止反弹的具体措施如下。首先,公众必须意识到现在还不是对新冠肺炎疫情预防放松警惕的时候。当公众外出时,仍然还是需要戴口罩。此外,尽量不要参加聚会,尽量不要去拥挤的环境当中等。第二,在重点人群当中进行核酸检测和血清抗体检测的筛查应该是发现无症状新冠肺炎感染者和防止疫情反弹的必要条件。第三,各地政府应当进一步保证所有海外入境人员的闭环式隔离和管理,保证不让他们在入境之后的至少前两周与境内人员接触。


主持人:在五一假期旅行时,您能给我们一些保护自己的建议吗?

赵大海:首先,对于旅游目的地和地点,公众应选择疫情低风险地区作为旅游目的地,不要前往疫情高风险地区;尽量选择户外景点,而不要去室内景点。第二,常规的新冠肺炎疫情防护仍然是要建议的。譬如,旅行前准备足够数量的口罩、消毒剂和其他防护用品;在旅行期间佩戴口罩;不要去人群拥挤的地方。如果市民在户外旅游景点,务必保持一米的间隔距离。此外,建议在景区用餐时选择外卖而不是在餐馆堂食。第三,保留相关的交通和酒店信息记录,选择卫生条件良好的酒店。在旅行期间,如果出现发烧、干咳等症状,应尽快到最近的医院就诊,而不是选择返回常居住地的医院。

Dahai Zhao' 26th comments on TV during the Pandemic: Staying Wary of A Resurgence of Cases while Travelling during May Day Holiday

Dahai Zhao, a doctoral supervisor at School of International and Public Affairs of Shanghai Jiao Tong University and Executive Director of Shanghai Jiao Tong University-Yale University Joint Research Center for Health Policy, has been interviewed by CGTV for the 17th time (the 26th time by CGTV / DFTV) since the COVID-19 pandemic. At 19:00 on May 1, 2020, Zhao commented on a chance of rebounds while travelling during May Day holiday on “Today Asia”.

Anchor: Now, China is losing coronavirus restrictions. Do you think there's a chance of a resurgence of cases? And how can the government reopen businesses and at the same time prevent a new wave of infections?

Zhao: Yes, I think there is a chance of rebound, although the general current situation of combating COVID-19 in the whole China is optimistic. We all know this is because there must be a lot of asymptomatic cases of COVID-19 among common citizens. How to prevent is as followed. First, the public must have the conscious that it is not the time to relax the guard for the prevention of COVID-19. When people go outside, wearing face masks are still needed. In addition, try not to attend gatherings and try not to go to crowded settings, etc. Second, to conduct the screening of nucleic acid detection and serum antibody test among key population is also necessary to find the asymptomatic cases and prevent the rebound. Third, local governments try to further guarantee all citizens from overseas are isolated with closed-loop management, try not to make any domestic citizens contact them in the first at least two weeks. 

Anchor: Could you give us some tips on how to protect ourselves while travelling during the may day holiday?

Zhao: First, for the travel destination and places, citizens should choose the travel destinations as low-risk areas, do not travel to high-risk areas of COVID-19. Try to choose outdoor spots rather than indoor spots. Second, the regular protections are still recommended, such as preparing sufficient number of masks, hand disinfectants and other protective supplies before traveling; and wearing face masks during the travel, try not to go to crowded settings. If citizens are at the outdoor spots, try to keep 1-meter social distance. In addition, takeaway food at scenic spots rather than eating in restaurants is suggested. Third, take records of the related transport and hotel information, choose a hotel with good sanitary conditions. In addition, during the travel, if citizens have symptoms such as fever, dry cough, should go to the nearest hospital as soon as possible, rather than go back to their hometown hospitals.
